In war-torn Syria, tactic of targeting civilians is on the rise

Under international law, it's a war crime to target civilians in a war zone. That hasn't halted the tactic in Syria, where hundreds of civilians have died in attacks such as one Sunday at a bakery in Halfaya in a rebel stronghold.

That scenario was repeated Sunday, in the Syrian town of Halfaya in the rebel-stronghold province of Hama, when a reopened bakery that had attracted hundreds of people seeking bread was bombed by government warplanes, according to news reports quoting local residents. Such attacks on spots that attract large numbers of civilians, such as bakeries, are a war crime under the 1949 Geneva Convention. Hundreds of Syrians have died in such attacks in a brutal civil war that has claimed more than 40,000 lives since early 2011, mostly civilians.?

But it was not apparent that the United Nations-Arab League envoy on the Syrian crisis, Lakhdar Brahimi, brought up the Halfaya attack or the tactic of bread-line targeting when he met Monday with Syrian President Bashar al-Assad in Damascus.

Speaking with reporters at his Damascus hotel after his meeting, Mr. Brahimi said he had had the ?honor? to meet with Mr. Assad and to share with him the perspectives of regional and world powers he has consulted with on the crisis.

Calling the Syrian conflict ?worrying,? Brahimi said it was his hope that ?all parties are in favor of a solution that draws Syrian people together.?

But in a video released Sunday by Syrian rebels and claiming to show the aftermath of the Halfaya bread-line bombing, a man is shown screaming at the camera, ?Where is the world? Where is the outrage?? Locals claimed that more than 100 people were killed in the attack after Syrian jets fired missiles at the bakery, which had been without flour for at least a week.

Proving who is responsible for the rising attacks on groups of Syrian civilians is particularly difficult because independent sources on the ground, including foreign journalists, are few and far between. But human rights groups did report on nearly a dozen bakery attacks during fierce fighting in the city of Aleppo earlier this year that were assumed to have been carried out by government forces.?

Representatives of the Assad regime claim the bread-line attacks are carried out by rebel forces seeking to incite international rejection of the Syrian government. But one pro-Assad website seemed to acknowledge that the attacks are carried out by the regime when it said the dead were ?terrorists? who were taking the bakery?s products for rebel forces.

According to Human Rights Watch, not only the military commanders ordering such attacks but also the pilots carrying them out are subject to punishment for committing war crimes. In a statement in August, when the targeting of civilian gatherings was mounting, the international rights organization released a statement noting that the Geneva Convention bars such tactics in its section defining minimum standards for treatment of civilians within a war zone.

American and other Western officials have tried to encourage Syrian officials and forces backing Assad to abandon the regime by publicly reminding them over the course of the nearly two-year-old conflict that perpetrators of war crimes will be held accountable for violations of international human rights.

Yet even as the Syrian conflict intensifies ? the UN?s Brahimi had to reach Damascus over land from Lebanon because the capital?s airport road is the scene of intense fighting and too dangerous ? it does not appear that regime supporters are abandoning Assad as quickly or in the numbers that Western powers hoped.

US and European officials continue to predict that Assad will be out of power within a matter of months, but at a Sunday press conference, the Syrian government?s information minister, Omran al-Zoubi, had a message for them: ?Forget about this,? he said.

Dowd discounts argument that 'The only way to stop a bad guy with a gun is good guy with a gun' DOWD: When there's a kid in the school yard with a baseball bat, we don't give everybody else baseball bats and say go to deal with it and defend yourself. What we do is we take the baseball bat away from the bad kid or the bully and then we sit down and say what can we do to make sure this doesn't happen - we've got to take the baseball bat away from the bully.

7. Norquist calls for more concealed carry permits to prevent gun violence NORQUIST: You want to drop the number of murders, you want to drop the number of rapes, you want to drop the number of armed robberies, have more people with concealed carry permits in your state?We know what works, which is allowing honest people to carry guns on themselves.

8. Noonan says many Americans own guns 'because they are afraid' NOONAN: They also have guns because they are afraid, they think their society and their culture are very frail and in trouble. One word. FEAR.

Everyone is emotionally sensitive. Everyone has spiritual gifts. Everyone can tap into their inner wisdom, the light, God, Infinite Spirit and be in the flow of manifesting what they desire. Many have lost their way.

They've been told to be a certain way. Boys have been told not to cry, to tough it out and macho up. Girls have been told "Shhhh... that's not very lady like" and this still happens because I see it every day. Over the years people have been placed into categories, held up to expectations by others, told they were bad, given tools for war rather than tools for peace and love and now we live in a world where people are struggling to feel love, struggling to feel happy and struggling to get through tough times.

So let's bring in some light. You may identify with some part of this. I wanted to be transparent because there is a gift in my rich past experience and I know that. I would be selfish not to share it with you so I share it with the intention that it spark some light within you.

How to turn fear into love.

First of all you must be willing to buck the crowd at times. Not everyone is going to get the light right away. Some may go away and others may take a while to come around. It's not about them. It's about YOU claiming your right to light and to living your life from that place. That means getting up and sending light to the people in your home, at work, at the store and doing everything you do in the light.

Create a practice that will help you tune into more love and light in your heart. Meditate, journal, read spiritual books, join a spiritual group, hire a mentor who can hold the space for you and practice saturating yourself in lighter thought forms, lighter feelings, lighter perceptions. The heavier stuff will start to fall away.

Face the fears about being in the light and thinking you'll be rejected. When you release rejection and the fears around BEING YOU for all that you are then a cellular change begins to take place. Energetically you begin to shift into a different way of being. You'll naturally be in harmony with the world around you and resistance, challenges and obstacles will start to disappear.

You have a right to be the light. In fact it is your spiritual responsibility to everyone on this planet. Fear has only created pain, separation and war. Only love and light will remove fear from your life.

You owe it to yourself, your family and the rest of the world to finally drop your story, drop the fear, drop the pain, drop the drama and claim today that you will begin to write a new story that will fulfill you, heal you, nurture you, support you and in turn spread to those around you.

Air strike kills dozens of Syrians trying to buy bread

BEIRUT (Reuters) - Dozens of people were killed and many more wounded in an air strike that hit a Syrian bakery where a large crowd was queuing for bread on Sunday, activists said.

If confirmed, it would be one of the deadliest air strikes of Syria's civil war.

"There is no way to really know yet how many people were killed. When I got there, I could see piles of bodies all over the ground. There were women and children," said Samer al-Hamawi, an activist in the town of Halfaya. "There are also dozens of wounded people."

Rami Abdelrahman, of the Syrian Observatory for Human Rights, also said the death toll was still very unclear:

"From looking at the videos, I expect the death toll to be around or above 50, and not higher than 100. But for now I am keeping my estimate at dozens killed, until we have more information."

Halfaya, in the central province of Hama, had been seized by rebels last week in a push to seize new territory in their 21-month-old revolt against President Bashar al-Assad,

Another activist said residents picking through the bodies were still determining which were wounded and which were dead.

Hamawi, who spoke via Skype, uploaded a video of the scene that showed dozens of dust-coated bodies lined up near a pile of rubble beside a concrete building with blackened walls.

Screams could be heard in the video as some men rushed to the scene on motorcycles and other residents limped away. Dozens of dead bodies could be seen.

The authenticity of the video could not be immediately verified, as the government restricts access into Syria.

Activists said more than a thousand people had been lined up at the bakery in Halfaya. Shortages of fuel and flour have made bread production erratic across Syria, and bread lines are often hours long.

Activists say more than 44,000 people have been killed in the 21 months since the eruption of anti-Assad protests, inspired by the Arab Spring revolutions in Tunisia, Egypt and elsewhere.

Western powers and some Arab countries have repeatedly demanded that Assad step down.

Mainly Sunni Muslim rebels are fighting on the edge of the capital Damascus and expanding southwards from their northern strongholds in the provinces around Aleppo and Idlib.

But Assad, who is from the Alawite minority linked to Shi'ite Islam, has branded the rebels as terrorists and responded with artillery, air strikes and - according to NATO, which is stationing anti-missile defenses in neighboring Turkey - with Scud-type missiles.

Earlier on Sunday, Syria's information minister distanced the government from comments by the vice president that neither the rebels nor Assad's forces could win the civil war.

The foreign minister of Russia, one of Syria's main allies, said on Saturday that the conflict had reached stalemate, and that Assad would not yield to international efforts to persuade him to quit.

"You?ve already done the first album, then you?ve done the difficult second album. Then there?s a bunch of other?albums in the middle. Somewhere near the end, you do the duets album ??right before you die probably. But before that, you do a Christmas record and?you do maybe a kid?s record."

Oh and he adds, "You?ve got to do an electronica album in there somewhere. That?s in my future I think."

Certainly Coulton doesn't shy away from doing the unexpected. The singer/songwriter has carved out?his own niche?(and inspired?a passionate following online and off) ever since giving up his career as a programmer.

"You spend nine years at the same company working on the same software package and you start to wonder what else is out there," he said. What was out there for Coulton was music ? and a unique project that still inspires him to this day.

"When I started doing music full time, the first thing I did was this Thing a Week Project, which was a year of releasing a new song every Friday whether I wanted to or not," he said. "And the thing that I learned from that is that I really blossom creatively when I?m challenged and afraid."

Coulton said he uses that lesson as a compass when deciding what to do next.

"If?somebody?says, 'Hey do you want to do this thing?' and it makes me a little frightened,?then while my lizard brain says, 'No no no you shouldn?t do that!' my higher brains says, 'You should think about doing that because that might be really?interesting.'"

And Coulton has no shortage of interesting projects in the works. Dems signal Obama flexibility on spending in talks

WASHINGTON (AP) ? Republican House Speaker John Boehner is offering to let taxes rise on wealthy Americans' investment income and dividends as part of a deal to avert the "fiscal cliff," officials said Monday amid signs that President Barack Obama is ready to make a key concession of his own in urgent, high-level negotiations.

On a day the two men met for about 45 minutes at the White House, officials said they detected a receptiveness by the administration side to proposals to slow the growth of annual cost-of-living benefits paid to recipients of Social Security and other government retirement programs.

If so, it would show Obama's willingness to move toward Boehner in the secretive talks that are unfolding against a year-end deadline. Without legislation to the contrary, tax rates will rise for nearly all wage earners and spending cuts will begin at the Pentagon and in domestic programs across government.

Economists inside and outside the government have warned that the combination of the two could send the economy into recession.

Other major issues are part of the negotiations. Without action by Congress, for example, long-term unemployment benefits will expire for millions at the end of the year, and doctors will face a cut in the payments they receive for treating Medicare patients.

Democrat Obama has also called for assistance for hard-pressed homeowners as well as fresh economist stimulus measures, and some Democrats want to include a sizeable amount of disaster aid in any legislation to offset the cost of Superstorm Sandy.

Officials who disclosed developments in the cliff talks insisted on anonymity because they were not authorized to publicly describe the secret negotiations.

At the White House, spokesman Jay Carney sidestepped when asked about curbing cost-of-living increases for benefit programs. The president "is prepared to make tough choices. He also understands that his bill will not, as written, likely be what the final compromise, if there is one, looks like," he said.

"But he insists and will insist before he signed anything that there is the balance that he seeks that is fair and that seniors aren't bearing the burden so that the healthy bear less ? those who can afford it most bear less."

A spokesman for Boehner declined comment on the tax proposals.

Obama and Treasury Secretary Tim Geithner met with Boehner and his top aides at the White House for less than an hour during the day. While neither side provided significant details, Republicans have made it clear in recent days that it is the president's turn to propose savings from Medicare and other benefit program following Boehner's agreement last week to let tax rates rise at incomes higher than $1 million.

Officials familiar with the talks said that under the Ohio Republican's proposal, the top tax rate on capital gains would go to 20 percent, up from the current 15 percent. The top rate on dividends also would climb, although it was not known what the new level would be, and the estate tax would also be adjusted to produce more government revenue.

Under current law, the top capital gains tax rate would rise to 20 percent automatically at the end of the year if the cuts enacted during George W. Bush's White House tenure were allowed to expire.

The tax on dividends would also rise. The estate tax would be 55 percent on estates after allowance for a $1 million exemption.

As the talks progress, Republicans across the party's spectrum are eager to turn public attention toward spending cuts, rather than remain bogged down in a politically debilitating debate about tax increases.

"Our problem isn't that we tax too little. It's that we spend too much! We must have serious spending cuts for a debt ceiling increase," tweeted Rep. Tom Price., R-Ga.

That was a reference to the third ingredient under negotiation as part of deal to prevent the economy from reaching the fiscal cliff ? an increase in the government's borrowing authority.

After a brush with the first-ever default by the Treasury in 2011, Obama is demanding that any fiscal cliff compromise give him authority to raise the current $16.4 trillion cap without a prior vote by Congress. Officials say that Boehner's most recent proposal would grant an increase equal to the size of any spending cuts, roughly $1 trillion under his own recommendations.

The speaker made his offer to Obama late last week, dropping his blanket opposition to the president's call for an increase in the tax rate paid on upper incomes. Obama, however, wants rate increases to begin at income levels of $200,000 for individuals and $250,000 for couples.

Officials have said Boehner offered a total of $1 trillion in higher revenue, less than half of which would come this year, and the balance in 2013 as part of a bill to overhaul the tax code.

Some of the increased revenue to be provided immediately would come from setting the tax rate on income over $1 million at 39.5 percent, up from the current 35 percent. The balance would come from higher taxes on capital gains, dividends and other provisions.

The proposal to scale back cost-of-living increases is a regular at deficit reduction talks.

Obama tentatively agreed to back it more than a year ago in talks with Boehner that eventually collapsed, although he sought steps to shelter the lowest-income beneficiaries from its effects.

Democrats have said they would object much more strongly if the president would to accept a plan to raise the Medicare eligibility age from 65 to 67. He was ready to embrace that proposal in the earlier round of talks, but he would face opposition from congressional Democrats and the AARP as well as other groups in the current political climate.

The new inflation adjustment would create government savings of an estimated $168 billion over a decade, according to a recent estimate by the Congressional Budget Office. It also would raise tax revenue by $54 billion by affecting the adjustment in income tax brackets that occurs annually to take inflation into account, CBO said.

'Hobbit' sets box-office record with $84.8M debut

New Line and MGM's "The Hobbit: An Unexpected Journey"?kicked off the holiday season in high style, opening to $84.8 million, the top three-day opening of all time for the month of December.

Will Smith's?"I Am?Legend," debuting on the same weekend in 2007, previously held the record with $77.2 million.?

The first in?Peter Jackson's?planned trilogy, "Hobbit"?received an A CinemaScore from moviegoers, portending good word of mouth. Warner Bros., which owns New Line, is distributing the 3D fantasy-adventure.

"Hobbit"?-- based on?J. R. R. Tolkien's?1937 novel and set 60 years before the events chronicled in "The Lord of the Rings"?-- played older, with 58 percent of the audience over the age of 25. Males made up 57 percent of those buying tickets.

"The Lord of the Rings: The Return of the King," opening on Dec. 17, 2003, a Wednesday, posted a five-day debut of $124.1 million, including a weekend opening of roughly $72 million.

Some 326 Imax theaters, the favorite locale of fanboys, made up the top 10 locations for "Hobbit," generating $10.1 million in ticket sales for a location average of $31,000. Imax screens playing the film in the 48 frames-per-second format also generated strong numbers, or $44,000 per location.

Starring?Martin Freeman?as Bilbo?Baggins?and returning?Ian?McKellen?in the role of the wizard Gandalf form Jackson's "Lord of the Rings" films, "Hobbit"?is the first in a planned trilogy.

Elsewhere, awards contenders "Lincoln"?and "Silver Linings Playbook"?both saw a boost from their Golden Globe nominations.

In its sixth weekend,?Steven Spielberg's "Lincoln"?dropped less than 19 percent to come in No. 3 with weekend earnings of $7.2 million and putting its domestic total at $107.9 million. DreamWorks produced the film, while Disney has domestic distribution duties.

From?David O. Russell, "Silver Linings"?dropped only 4 percent to come in No. 10 with $2.1 million from 371 theaters. The film, from The Weinstein Co., saw the lowest decline of any film in the top 10, and will add more theaters on Christmas Day.

Factbox: Venezuelan opposition leader Henrique Capriles

CARACAS (Reuters) - Venezuelan opposition leader Henrique Capriles retained his state governorship on Sunday, keeping himself in prime position for a possible new run for office should President Hugo Chavez's cancer force him out of office.

Here are some facts about him:

* Capriles, 40, beat former vice-president Elias Jaua, a heavyweight Chavez ally, to win re-election as governor of Venezuela's second-most populous state, Miranda. The state, which includes part of Caracas, ranges from the huge Petare shantytown to fishing villages and beaches on the Caribbean coast.

* A law graduate, Capriles became Venezuela's youngest legislator at the age of 26, then won the mayorship of a Caracas municipality before beating a die-hard Chavez loyalist, Diosdado Cabello, to the Miranda governor's office in 2008.

* In the October 7 presidential election, Capriles was the candidate of the Democratic Unity coalition, which groups 20 or so parties and organizations making up the bulk of Venezuela's opposition. He lost, but received 45 percent of the votes and would hope to be the opposition's candidate at any new vote.

* In Miranda, the charismatic and energetic governor is known for riding a motorcycle and heading into slums to supervise projects and talk to working-class voters. On the campaign trail before October's election, he visited hundreds of towns and villages, seeking to project an image of energy, youth and attention to grassroots problems.

* Some say Capriles deliberately has cultivated an almost Chavez-like image of being on the street and in constant contact with the poor. While campaigning, he blows kisses and pumps his fist in a Chavez-like, man-of-the-people style.

* Capriles's maternal grandparents, the Radonskis, fled anti-Semitism in Poland and arrived in Venezuela with just a suitcase stuffed with clothes. Two great-grandparents died in the Treblinka concentration camp. "Imagine that some people in the Chavez government are so ignorant they actually call me a Nazi," he says.

* His grandparents set up a lucrative cinema business in Venezuela and, through them, Capriles once met legendary Mexican comedian Mario Moreno - best known as "Cantinflas."

* A basketball player and sports lover, Capriles says he relaxes by finding some friends for a game or going for a quiet run after dark. He downs Red Bulls to keep his energy up.

* Like Chavez, Capriles has been jailed. He was imprisoned for four months on charges of fomenting a protest at the Cuban embassy in 2002, although he says he was mediating. He was acquitted of the charges at trial, though there is chatter in political circles that the charges could one day be revived.

* If he were to lead Venezuela, Capriles says, he would copy Brazil's "modern left" model of economic and social policies. On the campaign trail earlier this year, he sought to appeal to traditional Chavez supporters, stressed inclusiveness rather than attacking the president, and urged Venezuelans to "get on the bus" for change.

* Despite his Jewish roots, Capriles is a devout Catholic, who says his faith deepened in jail. He wears a rosary and likes to visit a shrine on Margarita island each year.

* The governor is single. He receives a torrent of marriage offers via Twitter and Facebook. He says he will find his wife and start a family in his own good time.

* Though describing himself as center-left, Capriles belongs to the more conservative Primero Justicia (First Justice) party which he helped found in 2000. Foes say he is really an "ultra-right" politician, in the pay of Venezuela's pro-U.S. traditional elite, but masquerading as a progressive.

* Government officials have targeted his wealthy background, association with conservative politicians linked to Venezuela's pre-Chavez rulers, and his role in the Cuban embassy affair, to try to discredit him.

* If he had won the October election, Capriles would have become Venezuela's youngest president. He often uses the slang of Venezuela's young, and nearly always wears informal clothes and a baseball cap.

Falcons defensive end John Abraham knows where he ranks on the NFL?s all-time career sack list, and he likes where his ranking puts him among the great pass rushers in NFL history.

In fact, Abraham told Mike Garafolo of USA Today that he believes as he keeps climbing up the sack charts, he?s going to earn a spot in the Pro Football Hall of Fame.

?I?m not saying I?m solidified as one, but I definitely have a chance to be if I continue to play the way I?m playing and get a couple of more years out of this raggedy body of mine and put some more numbers up,? Abraham said. ?I?m 13th overall right now [in career sacks] and, if I can play well enough, I can get in the top 10 or top five. That would be nice.?

Abraham has 122 sacks in his career, and with five more he?ll pass Hall of Famer Derrick Thomas for No. 12 all time. The 34-year-old Abraham, who has 10 sacks through 13 games this season, could realistically record 38.5 more sacks in his career, which is what he needs to move ahead of Kevin Greene for No. 3 all time. But Greene has been voted down several times by the Hall of Fame Selection Committee, so there?s no guarantee that reaching No. 3 all time would put Abraham in Canton.

And Abraham doesn?t have any realistic chance of passing Bruce Smith and Reggie White, who at 200 and 198 sacks respectively are first and second in NFL history. So No. 3 all-time is as high as Abraham is going to get. (It?s also worth noting that sacks have only been an official statistic since 1982, so we?ll never know how many sacks some of the great players of the past, like Deacon Jones, recorded.)

So while Abraham has had a career he deserves to be proud of, he probably needs at least a few more good years before he gets to Canton. And even that may not be enough.
